Who Are Space Officials Who Have Addressed 4×24?

Marvin Horne

Acting Senior Procurement Executive, NASA

Marvin Horne is NASA’s acting senior procurement executive, deputy chief acquisition officer and assistant administrator for the Office of Procurement. In these roles, Horne advises NASA senior leaders and provides oversight of procurement, policy and initiatives. He addressed a 4×24 gathering in January. He was NASA deputy assistant administrator for procurement when he joined a 4×24 event in February 2023.

Since joining NASA in 2008, he has served in a variety of critical executive leadership positions. As the director of the Information Technology Procurement Office, Horne provided leadership and execution for more than 280 contracts with yearly obligations of more than $730 million. He also managed a workforce of more than 150 contract employees and civil servants.

Mark DeVido

Director of Contracts, National Reconnaissance Office

Mark DeVido has served as the NRO’s director of contracts since 2019. He has vast acquisition experience in the intelligence community, also including the CIA, National Geospatial-Intelligence Agency and the Department of War.

As CIA chief for acquisition strategy in the Office of the Procurement Executive, DeVido led the implementation and development of the Agency Corporate Acquisition Strategy. He also directed multiple workforce, strategy and efficiency initiatives throughout the agency.

DeVido, as CIA chief of the headquarters contracts group and the talent and enterprise acquisitions group, oversaw six contracting teams across the agency and the IC.

He addressed 4×24 events in January 2026 and in February 2020.

Shannon Pallone

Program Executive Officer for Battle Management, Command, Control, Communications and Space Intelligence, U.S. Space Force 

Shannon Pallone, as Space Force PEO for BMC3I, guides an $8.5 billion portfolio of programs covering a wide range of missions including data services, space domain awareness, satellite control and space intelligence. One key initiative she’s led in this position is Advanced Tracking and Launch Analysis System, or ATLAS, a software-focused program for processing, managing and sharing space monitoring data.

Under Pallone’s leadership, the Space Force in September announced operational acceptance of ATLAS, according to Breaking Defense. This is considered a first step toward improving the service’s ability to identify, track and characterize objects in space in a sophisticated-enough way to allow persistent “eyes” on enemy satellites.

Pallone was previously the deputy PEO for BMC3 at Space Systems Command. She addressed a 4×24 event in October 2024.

Maj. Gen. Brian Sidari

Deputy Chief of Space Operations for Intelligence, U.S. Space Command

Maj. Gen. Brian Sidari is the senior intelligence officer to the chief of space operations. He spoke at a 4×24 gathering in December.

Sidari reports to Troy Meink, Air Force secretary and a Wash100 Award winner, and Gen. Chance Saltzman, Space Force chief of space operations and fellow Wash100 awardee, for intelligence policy, oversight and guidance of USSF intelligence, surveillance and reconnaissance capabilities. He previously served as USSF director of ISR and later as U.S. Space Command’s intelligence director.

Lt. Gen. Sean Gainey

Commanding General of Space and Missile Defense Command, U.S. Army

Lt. Gen. Sean Gainey assumed command of Army Space and Missile Defense Command, or ASMDC, in January 2024. He has emphasized the integration of space, missile defense and high altitude capabilities to enable multi-domain operations and address the complex challenges of future combat.

Gainey has led ASMDC and Army Special Operations Command efforts to validate high altitude platforms. He’s also working to develop and refine ASMDC’s Tactical Integrated Ground Suite and small form factor capabilities.

Gainey previously served in a dual-hatted role as Army director of the counter-unmanned aircraft systems office and director of fires from September 2020 to January 2024. He addressed 4×24 members in June 2024 and in October 2020.
