Department of Commerce Cloud Services Provider Vehicle Strategy

The Department of Commerce has announced its procurement strategy for a 10-year blanket purchase agreement to acquire hyperscale cloud services through direct contracts with cloud service providers. The strategy prioritizes access to high-performance computing, artificial intelligence and large-scale data processing capabilities.

The agency said the direct-to-CSP approach ensures access to proprietary infrastructure and engineering support for mission-critical workloads. The procurement will be conducted through GSA eBuy under the appropriate Multiple Award Schedule.

1DOT Digital Services

Contract Value: Up to $1.9 billion

Status: Pre-solicitation

The Department of Transportation plans to establish a potential $1.9 billion 1DOT Digital Services BPA to modernize legacy systems. The BPA will create two contracting pools: one for small businesses and another for companies of all sizes.

The selected contractors will provide software engineering, Agile development, cloud architecture, AI and machine learning capabilities. An official request for proposals is expected to be issued in August, with contract awards anticipated in fiscal year 2027.

Research, Development, Test and Evaluation Engineering and Technical Support

Contract Value: $1.4 billion

Status: Pre-solicitation

The Department of War plans to launch a competition for a potential five-year multiple-award indefinite-delivery/indefinite-quantity contract to support research, development, test and evaluation engineering services for the Office of the Under Secretary of War for Research and Engineering. 

The contract, to be awarded as a small business set-aside, will cover various mission areas, including AI, cyber, quantum, autonomous systems and electronic warfare. Selected contractors will provide engineering, prototyping, modeling, data analysis and technology protection services. 

Arnold Engineering Development Complex Velocity Alliance

Contract Value: Over $1 billion

Status: Request for White Papers

The Department of the Air Force is soliciting white papers from companies interested in joining the Arnold Engineering Development Complex Velocity Alliance, a consortium that aims to modernize and sustain national test infrastructure. The initiative will establish a pre-qualified pool of contractors to compete for a multibillion-dollar portfolio of engineering and construction projects at multiple sites, including Arnold AFB, Holloman AFB, Tunnel 9 and the National Full-Scale Aerodynamics Complex.

The request for white papers will remain active through Sept. 30, 2032.

Quantum Benchmarking Initiative Topic

Contract Value: Up to $300 million

Status: Request for Proposals

The Defense Advanced Research Projects Agency has issued a request for proposals for Stage A of the Quantum Benchmarking Initiative Topic, or QBIT, an initiative to advance next-generation quantum computing capabilities. 

The agency is prioritizing innovative approaches that deliver significant breakthroughs in design, engineering, testing and evaluation of utility-scale, fault-tolerant quantum computers. The solicitation is open to new entrants and prior participants who would like to submit new concepts. 

Proposals are due Sept. 30, 2026.

Cyber Command Integrated Operations Management Program

Contract Value: Over $100 million

Status: Pre-solicitation

The U.S. Coast Guard is seeking an industry partner to provide technical, operational, administrative and security management services in support of Coast Guard Cyber Command’s cyberspace operations. In a notice posted on the Acquisition Planning Forecast System, the Coast Guard said it will award a firm-fixed-price contract for the requirement. Work will be performed in Washington, D.C., through July 2031. 

An official request for proposal is expected to be issued on or around May 28.

Security Operation Analytics Resource

Contract Value: Over $100 million

Status: Pre-solicitation

The U.S. Citizenship and Immigration Services is conducting market research for its Security Operation Analytics Resource, or SOAR, program. The agency is seeking an industry partner to provide DevSecOps, data processing and analytics services to support fraud detection, national security and public safety missions. 

Work includes algorithm enhancements, application standardization, and integration and maintenance of systems within USCIS development frameworks. 

USCIS plans to release a formal request for proposals in September and anticipates awarding the contract in the second quarter of fiscal 2027.

In-Service Engineering Activity Naval Enterprise Networks Services

Contract Value: $50 million to $100 million

Status: Request for Information

The Department of the Navy has issued a request for information on small businesses capable of providing engineering and sustainment support under the Naval Enterprise Networks program. Naval Information Warfare Center Pacific requires technical sustainment, modernization, logistics and enterprise IT services at its Shore Networks Branch. 

The Navy anticipates awarding a cost-plus-fixed-fee contract with a one-year base and four option years. Responses are due May 11.
