Professional services contractors now have the “green light” to offer their work to federal agencies through a contract vehicle that the government wants to function as a single source for acquiring that support work.

The General Services Administration announced this week that it has opened the doors the OASIS vehicle, through which 74 GovCon firms will compete to provide services such as engineering and R&D work to agencies.

In GSA’s announcement of the move, Federal Acquisition Service Commissioner Tom Sharpe said many federal agencies have already started to look to both OASIS and its small business counterpart vehicle — OASIS SB — for commercial and non-commercial services work that industry offers.

Sharpe also said GSA wants both vehicles to help in “delivering solid benefits to the selected OASIS and OASIS SB industry partners and maximizing opportunities for small businesses.”

Many emerging players in the GovCon space have increasingly eyed contract vehicles such as OASIS and DHS’ EAGLE II as a means to expand their companies’ footprints in the government market.

Bill McMullen, CEO of Reston, Va.-based services provider WBB, told ExecutiveBiz in a May interview that his firm is among those companies that have factored shared vehicles into their plans.

“Going into the competition we felt EAGLE II and OASIS were two “must wins” for WBB,” McMullen told our staff.

“Beyond their scope, we believed several key customer agencies would soon be using them as their primary contracting vehicle.”

SAIC CEO Tony Moraco described to ExecutiveBiz in November 2013 how agencies use shared vehicles as established companies like his also view those vehicles as avenues for growth in the government market.

“That prime contractor footprint allows us to control our destiny, gives us access to agency-level strategies and road maps.”

“The IDIQ contracts offer flexibility to customers and allow them to be selective and specific in what they buy under a broader services business model.”

GSA Vet David McClure Heads to Veris Group

David McClure has beenappointed chief strategist at Veris Group and will work with clients that seek to adopt cloud computing platforms.

The long-time government leader helped oversee the implementation of several cloud-based, public-facing websites at GSA.

He is also an 18-year GAO veteran and served as VP for Gartner’s government research team prior to joining GSA.

McClure focused much of his efforts at GSA on the FedRAMP program, Presidential Innovation Fellows projects and cloud initiatives.

Randy Fuerst Promoted to CEO at Oceus Networks

Randy Fuerst has beennamed CEO at Reston, Va-based Oceus Networks, where he previously served as COO.

He joined Oceus in September 2011 after a stint at CACI as that company’s COO.

“We are on the cusp of integrating our technology into major programs of record within the Department of Defense and will soon announce the award of our first law enforcement contract in support of a state government,” Fuerst said.

Fuerst, a Federal Computer Week “Fed 100” winner in 2014 and a more than 30-year industry veteran, will retain the title of president in his new role.

Siemens to Help USGS With Energy Conservation Push

Siemens Government Technologies has landeda contract to help the U.S. Geological Survey implement conservation methods.

The conservation work will take place in the agency’s headquarters in Virginia, an environmental science research facility in Missouri and a fisheries research center in Washington.

“Siemens is proud to work with the USGS to apply our innovative energy and environmental expertise to help USGS meet its mission to save energy and use renewable energy,” said Judy Marks, Siemens Government Technologies president and CEO.

Siemens will install solar panels and upgrade building automation, lighting and water systems at the sites.

Louis Berger Buys Leidos’ Water, Waste Resources Practice

Louis Berger has boughtLeidos’ water and waste resources practice for an undisclosed sum as part of an expansion push.

“This acquisition will deepen our water practice as well as our geographic presence and further strengthen Louis Berger’s global technical expertise in the water market sector,” said Thomas Lewis, group president at Louis Berger.

Louis Berger will integrate the practice into its U.S. operating group.

“This acquisition gives our team the opportunity to increase services for our clients and provides an expanded platform for growth in our markets as part of Louis Berger’s global brand,” said Neil Callahan, who leads the business.

John Fitzgerald Named EVP, CFO at LGS Innovations

John Fitzgerald hasjoined LGS Innovations as EVP and CFO and will be in charge of the firm’s financial organization.

The 26-year financial industry veteran most recently served as chief accounting officer at ManTech.

“John was identified by LGS management during an extensive industry search as a leader who had experience with private equity-owned businesses; serving the missions of government; mergers and acquisitions; and integrating new businesses into established companies,” said Kevin Kelly, LGS CEO.

Fitzgerald is also a DynCorp International and Litton/ PRC veteran.
