This week, two of the GovCon industry’s largest players announced next steps to reshape their business structures and adopt to an ever-changing defense market picture.
Exelis, which spun itself off from ITT Corp. in late 2011, said it wouldcomplete the spinoff of the mission systems and services-focused business that will trade as “Vectrus” at the end of September and that the board of directors has formally approved the split.

The transaction is scheduled to complete on Sept. 27 and Vectrus will begin trading on the New York Stock Exchange two days later, Exelis said.
In announcing the spinoff, Exelis CEO David Melcher said company leaders wanted to position the businesses to enhance its “focus on the long-term growth drivers… to remain well-positioned in an evolving global market environment.”

General Dynamics, listed by Bloomberg Government as having taken third-largest portion of federal contracts in fiscal year 2013, said it would create a new business unitthrough a combination of its advanced information systems and C4 systems business units.
The company decided to consolidate both organizations after a review of its information systems and technology business group, which both units affected by the move are part of.
Chris Marzilli, current C4 systems unit president, will hold the same title for the mission systems unit, which will base its headquarters in Fairfax, Va. after the consolidation completes.

The business of technology in government and theGovCon industry’s role in helping agencies adopt emerging tools was the focus of the Potomac Officers Club’s 2014 CIO Forum Tuesday in Falls Church, Va.
Leaders from the public and private sectors gathered to hear from two technology leaders in the federal government on how agencies are seeking to incorporate these new innovations into their enterprises.

Steve VanRoekel, federal chief information officer, described how new technologies are changing how the government manages its business operations.
Sonny Hashmi, GSA’s CIO, outlined how his agency looks to technology to address the changing needs of agency customers.

New GovCon Team Enters Race for Defense EHR Contract

A team comprising of PwC, General Dynamics’ information technology unit, DSS and Medsphere will competeto build the DoD‘s future electronic health records system.
At least three other teams of contractors will compete against the PwC-led group for this potential multibillion dollar contract.
“An interoperable healthcare IT management system that leverages existing investments not only creates efficiency and significant cost savings, it promotes better health outcomes for active duty military, veterans, and their families,” said Scott McIntyre, head of PwC’s U.S. public sector business.
PwC’s team will design an open architecture EHR platform for the Defense Healthcare Management Systems Modernization program.

Serco Inc. to Support Navy Reserve’s Psychological Health Program

Serco Inc. will continue tosupport the Navy Reserve Psychological Health Outreach Program, a psychological-educational contract the company has participated in in since 2008.
Two of the goals of the program include reating a psychological health safety net for Reservists and identifying long-term strategies to improve health support services.
“As part of our Defense Readiness market segment, the PHOP program is one of several programs that Serco executes providing support to the men and women who are defending our country,” said Dan Allen, Serco Inc. chairman and CEO.
Serco Inc. will perform work in Everett, Washington; Fort Worth, Texas; Great Lakes, Illinois; Jacksonville, Florida; Norfolk, Virginia; and San Diego.

Balan Ayyar Joins Sevatec as Chief Operating Officer

Retired Air Force Brig. Gen. Balan Ayyar has been named COO at Fairfax,Va.- based Sevatec.
He holds nearly two decades of experience in the nuclear weapons, intelligence, national security and supply chain management fields and has led the Air Force’s sales, advertising and marketing arm.
“Balan’s focus on high-quality service delivery, passion for corporate development, and commitment to a sustaining and pervasive company culture are vital to Sevatec’s success as we deliver high-technology services to our federal government customers,” CEO Sonny Kakar said.
Ayyar is a White House Fellow and serves on the Council on Foreign Relations.

CACI Extends Support for LCS Program Logistics

CACI will continue toprovide logistics and acquisition management services for the U.S. Navy‘s Littoral Combat Ship program.
The Arlington,Va.-based company will work with the Navy to develop and field the combat ship’s mine-hunting, antisubmarine warfare and surface warfare systems.
“With our ongoing support for this program countering asymmetric challenges close to shore, we will continue to help provide the multi-dimensional, nuanced approaches necessary to tackle this problem in an effective, appropriate, and timely fashion,” said Ken Asbury, CACI president and CEO.
CACI will also work on mission packages, which are built to help maintain extensive use of unmanned maritime systems.

PPC to Continue IT Work for DOJ Victim Notification System

The Project Performance Company will help the Justice Department carry out operation, maintenance and other IT support functions for DOJ’s Victim Notification System.
PPC’s work will also encompass program management, database administration, help desk and bulk mailing support and web development and testing services.
“We are driven by the mission of our customers and we are proud to support the operation of the Victim Notification System,” CEO Paul Strasser said.
The VNS works to provide standardized and automated notifications to victims of federal crimes at different stages of the criminal justice process.
