The first piece is an original biography of Richard Spires, who serves as chief information officer at the Department of Homeland Security.
Spires, who was appointed CIO in September 2009, leads and facilitates portfolio management, development, implementation and maintenance of the department’s IT architecture as part of his CIO role.
Spires worked for the Internal Revenue Service before startung his current role at DHS. He had a number of positions at the agency culminating in the deputy commissioner role.
Spires also has extensive private sector experience including being the COO at Mantas and a 16-year career at SRA International.

In a breaking piece of federal news, Teresa Stanek Rea, Patent and Trademark Office deputy director since August 2011, will succeed current Director David Kappos on an acting basis.
Kappos spent 3 1/2 years leading the organization which saw a reduction in the backlog of patents from 750,000 in 2008 to 605,000 currently, all while applications increased 5 percent per year.
During Kappos’ tenure, the agency opened four new offices in Dallas, Denver, Detroit and San Jose.
