Randy Morgan has been promoted to EVP of operations at Parsons’ government business.
He joined the company when it bought SPARTA in 2011 and was key in integrating the two businesses.
He served as president of both the defense and missile defense sectors during his time at SPARTA.
In other executive news, Lou Von Thaer has become the new president of SAIC’s national security sector.
“The strength of SAIC today and the promise of future Leidos comes from the talent, expertise and perspectives of our employees – and that starts at the top,”  said John Jumper, SAIC chairman and CEO.
Thaer most recently served as the president of General Dynamics AIS.

Randy Phillips has become the SVP of corporate development and chief strategy officer at TASC, where he will be responsible for the company’s growth strategy.
In his last role at CSC, Phillips helped conduct 25 M&A transactions totaling more than $3 billion in revenue
In contract news, Engility Corp. has been announced as one of the four winners on a $400 million contract to help USAID provide clean energy to developing countries.
Tony Smeraglinolo, president and CEO, said the company has provided energy support services to USAID for more than three decades and this contract expands that relationship.
