Rafael Borras currently serves as the undersecretary for management at the Department of Homeland Security where he oversees the agency’s $60 billion budget including appropriations, expenditures, accounting and finance.
In his role he also oversees the financial, human capital, information technology, procurement, security and administrative lines of business within the DHS’ management directorate.
Prior to joining DHS, Borras had a 10-year career in the private sector where he served as a vice president at engineering services contractor URS Corp.
Before URS, Borras served as regional administrator for the mid-Atlantic region of the GSA, where he led an organization of more than 1,300 employees.
In his public sector career he has also served as deputy assistant secretary for administration in the U.S. Commerce Department and deputy manager in Hartford, Conn.and deputy city manager of New Rochelle, N.Y.
