The federal government’s primary acquisition body wants to place several contract vehicles it uses to acquire professional services for agencies into a single schedule to help contracting officers better manage purchases.
Under this initiative, the General Services Administration would consolidate seven of its government-wide vehiclesinto a single schedule and use similar approach to how GSA managed the Alliant IT services vehicle.

GSA plans to kick start discussions with contractors on the consolidation move in October and finish the transition to a single schedule by November 2015.

“Our goal is to get down to one, but we may end up with two or three professional services schedule,” said Tiffany Hixson, professional services category executive at GSA’s Federal Acquisition Service.
“We are really hoping that will make it much easier for federal contracting officers to get those services, in particular where we have a requirement that covers a number of services areas.”
Against this evolving backdrop, GSA and its leadership role in federal acquisitions was the focus of the Potomac Officers Club‘s Wednesday breakfast forum “GSA Strategies, Technologies & Programs.”
Sonny Hashmi, who became the agency’s full-time CIO in the spring, kicked off the event by detailing how GSA wants to accomplish “Better Buying Power” and leverage the government’s position as a customer.
The former GSA CTO also discussed how the government could respond to rising trends in worldwide access to broadband Internet and social media.
PV Puvvada, acting president of Unisys’ federal business, moderated a panel discussion with three other GSA leaders for the second half of the event.
GSA officials on the panel included Jim Ghiloni, acting director of acquisition operations for agency supplies and services; Maria Roat, director of the FedRAMP cloud computing initiative; and GSA Deputy Administrator Denise Roth.
Puvvada and the panelists discussed how GSA is working with other agencies such as the Air Force to adopt the agency’s OASIS vehicle, which is intended as a single mechanism for acquiring professional services.

Sam Visner Joins ICF as Cybersecurity Business SVP, GM

Sam Visner has beennamed SVP and general manager of ICF International’s cybersecurity business.

He most recently served as VP and GM of CSC’s global cybersecurity business.

“Bringing Sam to ICF demonstrates our commitment to this vital area of national security and business security,” Ellen Glover, an ICF executive VP.

Visner, a 35-year industry veteran, has also held leadership roles at SAIC and NSA and is an adjunct professor at Georgetown University.

Gregory Weinhold Haeds to Neustar in Pro Services VP Role

Gregory Weinhold has been appointed VP of the professional services group at Neustar, where he will manage client relationships and the delivery of company services.

He previously served as VP of global professional services and customer support at FICO.

“[Weinhold] brings a deep and rich background in Professional Services and a great track record establishing trusted relationships with clients,” said Alexander Berry, sales SVP.

Weinhold has also served in leadership positions at Xevo Corp., Parametric Technology Corp. and New Technology Solutions.

Joe Echevarria to Retire as Deloitte Chief Executive

Joe Echevarria will leavehis CEO role at Deloitte and be succeeded by Frank Friedman, currently COO at the global consulting firm.

Echevarria is a 36-year company veteran who has served in the CEO role for four years.

He has served in a number of other leadership roles at the firm during his tenure, such as U.S. managing partner of operations.

Friedman has been with Deloitte since 1979 and is a contributor to news outlets that include Bloomberg, CNBC, Fox Business and CNNMoney.

PSS Acquires GSS, Jim Ballard to Head Federal Services Arm

Preferred Systems Solutions has purchasedGlobal Services & Solutions Inc. in a push to expand opportunities in the Defense Department market.

“The acquisition of GSS strengthens our long-standing commitment to working with our government partners to efficiently and effectively accomplish their critical national security missions,” said Scott Goss, CEO of PSS.

PSS has appointed Jim Ballard president of its federal services group.

Ballard is the former president of GSS and previously served as COO and president at Perot Systems Government Services.

Nick Hopkinson to Head Northrop’s UK Cyber Strategy

Nick Hopkinson has beenappointed cyber strategy director for Northrop Grumman’s U.K. subsidiary, where he will oversee programs aimed at helping the company expand its footprint in the cyber and intelligence markets.

The 30-year industry veteran most recently led CSC’s European security business.

“Nick brings to Northrop Grumman a range of industry and government experience including working across government departments in addressing some of the most critical national security challenges,” said Andrew Tyler, Northrop CEO for Europe.

Hopkinson will also be responsible for offerings in the field of active response security across electromagnetic and digital environments.
